Where these numbers come from
They are pulled from the mode's own files for patch 26.16, the one currently live. The source is community-run rather than an official Riot API, and the game shifts with community votes, so a gap with your own game is always possible.
You own the first ten minutes, he owns everything after. Your only plan is to make his early game miserable: shove the wave relentlessly, force him to eat Lucent Singularity to farm, and deny him every free level. Once his ultimate is online the lane is gone, he jumps your root and arrives on you whenever he chooses. From then on never stand alone, hold the root exclusively for the moment he appears on top of you, and play objectives with your team instead of the duel.

Hold it, and a defensive summoner with it, for the exact moment she commits. Clear waves from range so you don't hand her free daggers, and watch the edges of a fight, she always waits until your spells are spent before dropping on you.
