They are pulled from the mode's own files for patch 26.16, the one currently live. The source is community-run rather than an official Riot API, and the game shifts with community votes, so a gap with your own game is always possible.
His silence cuts your ultimate before you've even started, and that's all he needs to do. You cannot win a duel while he holds it, whatever your item lead. Play the lane on Bouncing Blades, never blink in, and look for your windows on other lanes instead of into him. In fights, enter after him, never before: once his silence has gone onto somebody else, you're the most dangerous thing on the field again.

She clears faster than you early, so accept farming from behind.
