Where these numbers come from
They are pulled from the mode's own files for patch 26.16, the one currently live. The source is community-run rather than an official Riot API, and the game shifts with community votes, so a gap with your own game is always possible.
Sivir is the worst draw you can get. Her spell shield eats Explosive Shot, meaning both your poke and your pressure tool, and she clears the wave far faster than you do. You spend the lane shoved under tower, where your range doesn’t grow quickly enough to compensate. Never spend Explosive Shot while her shield is up, wait until she burns it on your support. Rocket Jump stays your only exit against an engage, so don’t waste it farming.
