Where these numbers come from
They are pulled from the mode's own files for patch 26.16, the one currently live. The source is community-run rather than an official Riot API, and the game shifts with community votes, so a gap with your own game is always possible.
Her shield cancels your entire sequence, and you have nothing else to offer. Never engage while it's up: your charge becomes a one-way trip into the middle of their botlane. Your only window is its cooldown, so force her to spend it on something else, for instance by walking your carry through her binding zone once it's already down. Otherwise farm, keep your mana, and wait for a jungler to open two on two.
