Where these numbers come from
They are pulled from the mode's own files for patch 26.15, the one currently live. The source is community-run rather than an official Riot API, and the game shifts with community votes, so a gap with your own game is always possible.

Note
This build answers Soraka's one real problem, mana, before worrying about anything else. Chalice of Harmony fixes both resource regen and magic resist in a single item, which lets you fire Starcall as constant poke without ever running dry mid-exchange. The Sightstone gives you the river vision a pure support lane can't afford to skip, and Shurelya's Reverie turns your speed passive into an engage or escape tool for the whole botlane. Mikael's Crucible comes as soon as a single hard crowd control threatens your carry, because your kit otherwise has no way to remove it. Max Starcall first: it's your only real source of lane pressure and the spell that wears down enemy magic resist before the fight that matters. Maîtrises : 0/9/21 into Utility.
