Every one of her spells has two faces: a gift for an ally, a punishment for an enemy. Lulu doesn't protect her carry, she makes him untouchable for exactly as long as it matters.
Where these numbers come from
They are pulled from the mode's own files for patch 26.16, the one currently live. The source is community-run rather than an official Riot API, and the game shifts with community votes, so a gap with your own game is always possible.

On Enemy Cast: Pix deals 80/130/180/230/280 (+60 % AP) magic damage to target enemy unit. Pix then follows and grants vision of them for 6 seconds.

Lulu enlarges her ally, Knocking Up nearby enemies into the air. For 7 seconds, her ally gains 300/450/600 (+50 % AP) bonus health and nearby enemies are Slowed by 30/45/60% for 1 second.
In short
Lulu is a support you read twice. Whimsy hands an ally speed and power, or strips an enemy of the right to attack and cast. Help, Pix! shields an ally and rides along with him, or sticks to an enemy to chip at them and hand you vision of where they go. Every button has two jobs, and knowing which one to use at which second is the entire champion.
Wild Growth throws enemies around the enlarged ally into the air and gives him a pool of health that eats a full burst. It's one of the very few support ultimates that wins a fight purely on defense. In exchange, Lulu heals nothing, drains her mana bar alarmingly fast, and has a short support range that forces her to stand far closer to danger than she'd like.
Strengths and weaknesses
Her strength is precision. A polymorph on the assassin who just landed, a shield on the carry at the exact frame of the burst, a growth that cancels an execution: Lulu answers moments, not trends. Pix adds quiet sustained damage that tilts lane trades, and Glitterlance's slow is heavy enough to turn a retreat into a death.
Her weaknesses are structural. She restores no health at all, so a lane slowly bleeding to sustained poke never repairs itself. Her mana costs climb fast and punish anyone who presses buttons on reflex. And she is fragile with no escape: an engage that targets her first simply works, because every tool she owns is built to save someone else.
Laning phase
Take Help, Pix! at level one and put it on your carry: Pix follows him, adds a bolt to every attack and the shield absorbs the return trade. That's where your lane pressure comes from, not from poking directly. Save Whimsy for two precise uses: cutting an enemy cast at the moment it starts, or giving your carry the speed to walk out of a slow.
Don't burn Glitterlance to chip health bars, it's expensive and its slow is worth far more the moment your jungler arrives. Against an aggressive lane, stand between your carry and the river bush: your support range is short, and standing behind him means you can't save him. Ward early, you're the only one who can follow a jungler with Pix.
Power spikes
Level six is immediate and brutal. Wild Growth alone cancels the enemy's best opening: they jump your carry, you grow him, they fly, and he lives. Plenty of duos lose their first real lane fight purely because they ignored that button.
The second spike is Shurelya's Reverie, which hands you the one thing the kit lacks: movement for the whole team, on engage and on escape alike. After that, any item that lowers your cooldowns matters more than raw power. Lulu doesn't scale into damage, she scales into the number of times she can intervene inside a single fight.
Teamfights and positioning
Your fight starts before the engage: stick Pix on the enemy initiator so you track him through the fog and know the exact moment he commits. Once the fight is live, your place is within support range of your carry, never in front of him, and never in the scrum where your polymorph gets wasted on the first tank that walks past.
The usage rule is simple. Whimsy on the enemy who has already arrived on top of you, not the one still approaching. Pix's shield on the damage spike, not preemptively. The ultimate on the ally currently dying, or on your front line to launch a whole group as they regroup. Three buttons, three moments, and a fight won without dealing damage.
